Google's Project Loon

http://en.wikipedia.org/wiki/Project_Loon

Project Loon is a research and development project being developed by Google with the mission of providing Internet access to rural and remote areas. The project uses high-altitude balloons placed in the stratosphere at an altitude of about 20 km (12 mi) to create an aerial wireless network with up to 3G-like speeds. Because of the project's seemingly outlandish mission goals, Google dubbed it "Project Loon".

Obviously, need to include this project in any SWAT analysis.

As to the patent payments. My thinking is the devices that serve into a mobile intranet are not covered under this patent. I need to undertake more reading to understand the implications of patent8,254,896

Abstract
A system and method are provided for implementing a web server on a mobile station. A first mobile station may include a database of information. A network address for the first mobile station may be transmitted to a second mobile station to enable the second mobile station to communicate with the first mobile station directly over a wireless network. The second mobile station may then be provided access to the database of information by communicating directly over the wireless network with the first mobile station, wherein the first mobile station operates as the wireless server for the second mobile station.
